China began to implement anti-dumping measures to protect its industrial industry in foreign trade in 1997. Since the 1990s, not only the United States and other western developed countries have frequently implemented anti-dumping against China, but also some developing countries such as India, Mexico, Nigeria, Venezuela and other countries have launched unprecedented anti-dumping proceedings against China. China's anti-dumping measures started late, and it was not until March 25th, 1997 that the regulations of the people's Republic of China on anti dumping and countervailing were officially issued. In December, 1997, China's first anti-dumping case against imported paper from Canada, South Korea and the United States was officially launched. It was not until 2001 that the first anti-dumping measure against polystyrene, a primary plastic raw material, was officially introduced

in anti-dumping practice, it is very important to determine whether the goods of the exporting country cause material damage to the corresponding industries of the importing country, or pose a threat of material damage, or cause material obstacles to the establishment of domestic related industries, and there is a causal relationship. In determining whether there is damage, the "cumulative assessment principle" is a very important method. It means that the authorities of importing countries may consider the comprehensive damage or cumulative impact of dumped products from different countries or regions on their industries when determining industrial damage. When judging the damage and impact of PVC in the exporting country on China's PVC industry, if the amount of dumping charged by that country is less than 3% of the total PVC imports, the damage will not be established. However, if there are many exporting countries and a large number of imports, comprehensive consideration should be taken
from the perspective of cumulative evaluation principle, the average monthly PVC exports from Japan and Taiwan to China exceed 40000 tons, South Korea exceeds 20000 tons, Russia reaches or exceeds 15000 tons, and the United States, Iran, Thailand and Indonesia reach or exceed 10000 tons. The cumulative total imports of these countries are far more than 3%-7% of the total imports of anti-dumping evaluation provisions
at present, China still retains a large number of PVC production enterprises using calcium carbide method. Foreign PVC production plants basically use vinyl VCM polymerization to produce PVC resin, and the output of the plant has reached a very large scale, which is many times higher than the current largest plant of 300000 tons/year in China. The comprehensive strength of production cost, quality and technology is stronger than that of China. Due to the backward equipment and technology, the scale of enterprises in China cannot be expanded, and the management system still stays in the era of planned economy, and the ideology has not been updated. Therefore, the problem of repeated production and construction is quite prominent, but the production scale of calcium carbide method has always been unable to form a scale of more than 100000 tons due to environmental protection and other problems, generally between 10000 tons. At present, the comprehensive cost of calcium carbide PVC below 50000 tons is basically yuan/t. Ethylene and polymerization PVC are mostly large and medium-sized PVC production enterprises. Representatives of the European Parliament and the European Council of ministers reached a compromise resolution on the revision of the European Union's medical devices and in vitro diagnostic guidelines, but the comprehensive cost is still about yuan/t
since April this year, all PVC production enterprises have been suffering from endless low prices and large losses. If the monthly average output is 300000 tons, the loss per ton will reach yuan/t. Then the loss of the national PVC industry in 7 months can reach billion yuan. The value-added products of chlor alkali enterprises are mainly PVC. As a chlor alkali enterprise, other chlor alkali related products are mostly ancillary products, which is quite good as long as they do not lose money. Therefore, counting the losses of chlor alkali products in the first nine months, the whole loss figure will be amazing on the other hand

the anti dumping code clearly stipulates that as long as the total amount of imports in the importing country exceeds or reaches 50% of the total industrial volume of the importing country, the exporting country of the goods has constituted dumping and industrial damage to the importing country. If only from the total PVC imports in 2000 and 2001, we can absolutely judge that the exporting countries do have dumping and damage to China's PVC industry. (the total import volume in 2000 was tons, and the total import volume in 2001 reached 1.6 million tons). It can be absolutely predicted that the total import volume in 2001 will reach 2.2 million tons, accounting for 56.4% of China's PVC production capacity of 3.9 million tons this year. Therefore, we must clearly realize that foreign PVC has greatly restricted and dominated the PVC market prices in all parts of China. China's PV plastic extruder market capacity of about 10000 tons this year will be further expanded. C's newly increased production capacity can be put into the production of new devices. However, due to the large increase in imports, local markets are forced to compete at low prices, and the beam position is arbitrarily adjusted within the range of 50 ~ 600mm. As a result, many new devices have just been put into production, and have been stranded by the depressed market price. This is the best performance of industrial damage and industrial obstruction
