The general trend of the development of energy conservation and emission reduction paper industry the national action on energy conservation and emission reduction jointly organized by 17 departments of the central government was launched at the Great Hall of the people in Beijing on September 1. The energy conservation and emission reduction strategy vigorously implemented by China is leading to change the development trend of the paper industry. Recently, China publishing daily interviewed Zhao Wei, vice president and Secretary General of China Paper Association on this topic

In June this year, the State Council issued the comprehensive work plan for energy conservation and emission reduction, which determined that in order to further implement the task of energy conservation and emission reduction, China's paper industry will eliminate more than 6.5 million tons of backward production capacity during the Eleventh Five Year Plan period. Among them, 2.3 million tons need to be eliminated in 2007. According to national requirements, paper-making enterprises with a scale of less than 5000 tons must be shut down, mainly because each ton of paper will produce 500-600 cubic meters of sewage at the same time

the environment has been polluted and the ecology has been destroyed, which directly lead to the change of natural climate and the serious threat to human survival. The release of this program by the state will play a positive role in reducing pollution and protecting the environment. Zhao Wei said: at present and in the future, we must focus on the emission reduction of paper enterprises, actively promote structural adjustment and cleaner production, vigorously develop the circular economy, eliminate backward production capacity on schedule, achieve the goal of increasing production and reducing pollution in the paper industry, and make contributions to the completion of the task of emission reduction in the eleventh five year plan

at present, China ranks second in the world in terms of the production of paper and paperboard and the total consumption of shafts with large diameter or step diameter changes. There are nearly 4000 paper-making enterprises in China. In China, straw pulp papermaking still accounts for a large proportion, most enterprises have backward equipment and technology, and there are few effective pollution control facilities. Therefore, the papermaking industry has always been a heavy pollution industry and a key treatment object in China. In 2005, the national industrial wastewater discharge was 21.6 billion tons, and the papermaking and paper products industry accounted for 3.67 billion tons, accounting for about 17%; The total discharge of COD (chemical oxygen demand) is 4.932 million tons, of which the papermaking and paper products industry accounts for 1.597 million tons, accounting for about 32%. The papermaking industry has become one of the major industries that pollute the environment in China. Therefore, controlling the COD (chemical oxygen demand) emission of the paper industry is related to the success or failure of the national industrial cod (chemical oxygen demand) emission reduction, and is the focus of energy conservation and emission reduction and environmental pollution reduction

the price of cultural paper rose steadily

energy conservation and emission reduction is a specific measure to optimize the economic environment and improve environmental quality, and a specific channel for environmental protection to participate in national decision-making at the macro and strategic levels. On August 17, the State Environmental Protection Administration held a teleconference on the following functions of the buttons on the panel of the national oil source control: the special supervision of the paper industry on remediation, emission reduction and environmental protection. It was required to focus on a period of time, take comprehensive and effective measures, and cooperate with governments, departments and enterprises at all levels to carry out the special rectification and supervision of the national paper industry

through special rectification and supervision, the elimination of backward production capacity will promote the improvement of market profits, which can not only reduce the supply pressure of raw materials, but also increase the price of paper products to a certain extent, and the profitability of listed paper companies will be further improved. Zhao Wei said that due to the increasing pressure of domestic energy conservation and emission reduction, many small paper mills that failed to meet the standards in energy conservation and emission reduction were closed one after another, resulting in the continuous improvement of the price of cultural paper since 2007. Cultural paper mainly includes books and periodicals printing, students' textbooks, exercise books and office paper. Since the beginning of the year, the price has increased by about 300 yuan/ton to 500 yuan/ton, with a range of about 8%. Since the price increase in April, paper has been gradually accepted by the market, and it is still rising steadily in June, July and August. The price of paper in some regions has been close to 4900 yuan/ton, up about 250 yuan/ton since April, with a range of about 6%. White card continued the trend of slow rise since the second half of 2006, but the rise has accelerated in the past two months, with an increase of about 5% since the beginning of the year. The price of kraft linerboard has declined steadily or slightly since the beginning of the year, and the market pressure is increasing

Since 2000, the State Environmental Protection Administration has cooperated with relevant departments to carry out special actions to crack down on illegal sewage discharge enterprises for many times to clean up and ban paper-making enterprises that do not conform to the national industrial policies. Zhao Wei said: to solve the pollution problem of China's paper industry, we must take comprehensive measures from the aspects of raw material structure, equipment level and enterprise scale in combination with the overall requirements of the structural adjustment of the paper industry

since the beginning of this year, the country has intensified law enforcement and inspection of environmental violations. More than 3600 paper-making enterprises have been inspected in various regions, and more than 800 have been shut down and treated within a time limit. By shutting down small paper-making enterprises that do not conform to the industrial policies, stopping production for long-term non-compliance, improving pollution control facilities, and strengthening the management of pollution control facilities, the paper industry has made positive progress in reducing emissions, and the water environment quality in some places has been significantly improved. For example, Hunan Province has carried out comprehensive renovation of papermaking enterprises in Dongting Lake area in stratasysconnex series, and local water quality in Dongting Lake area has improved significantly. Hubei, Shaanxi and other places have continuously raised the environmental access threshold for the paper industry, closed a number of paper-making enterprises and production lines that have no economies of scale and can not meet the emission standards, and gradually optimized the industrial structure of the paper industry

however, with the continuous improvement of innovation ability in technology, R & D and product processing, from a national perspective, the inspection of illegal paper-making enterprises is not in-depth, the elimination of backward production capacity is not complete, the emission reduction indicators are not implemented in place, and problems such as direct discharge and illegal discharge of paper-making wastewater still exist to varying degrees, becoming a major obstacle to the realization of emission reduction goals and the quality of water environment

in the next few years, China's paper industry will still be in a period of rapid growth. According to the national plan, the total COD (chemical oxygen demand) emission of the paper industry will be reduced from 1.6 million tons in 2005 to 1.4 million tons by the end of the eleventh five year plan. To achieve this goal, time is pressing, and the task is arduous and important. Finally, Zhao Wei said to him with a dignified expression
